Doesn't look like there's any threads to screw a bolt into.

It's a through hole in both the head and the valve cover, and there's another one toward the driver side as well on my vehicle. Could be they originally planned to use them to anchor some type of pipe/wire retainer or stay at the back of the head, and then decided late in the game to run whatever it was a different way.
