Intermittent Engine Problems

I am having a problem with my engine surging. It seems to do this every time the weather changes quickly from low humidity, moderate temperature to high humidity or rain. It has done this without the weather changing a few times though. Friday it rained and started doing it on my way to work, this time the power brakes stopped working after a few minutes into the engine surging problem. The engine light still has never come on when this problem occurs.

I decided to buy my own scanner and it read that there was a pending P0661 Code: Intake manifold tuning valve control circuit low (bank 1)

Can the tuning valve cause the engine to surge? Disconnecting it seemed to have no effect. Is it possible that it leaks and causes a vacuum loss great enough to cause surging and loss of power breaks? There are no detectable vacuum leaks and it's an intermittent problem so a straight vacuum leak seems unlikely.

Am I looking in the wrong place? Could it be that something unrelated is causing an intermittent vacuum problem, which is then causing the IMTV control circuit problem and brake problem?
