How will the power limiters in 1st and 2nd gear respond to additional boost/changes?

On the Speed3 the computer cuts to something just shy of 70% in 1st and just shy of 90% in second gear. Is the computer cutting fuel input to 70% of max or using some other method to reduce output?

I'm wondering what the impact of say a manifold would be in the lower couple gears, would we see the increased output or would the computer stymy the output and we'd not see it till third gear?
 
The ECU has several tools to limit power. It controls boost, throttle, ignition timing, valve timing, and fueling. The reason no-one is answering your question is no-one outside of a little room in Japan knows what effect any mod will have. The only way to completely control the engine is to re-engineer what the ECU does. Have fun! (boom08)
