How to retorque the top strut bolt?

I'll give a quick look next time I work on it but it doesn't sound like a broken spring.

Yes, the problem hasn't returned. All I did is follow Chris's advice to turn the nut against the rubber washer/bumper even though it feels 'rubbery' when torqued this way. I only did about one turn (although when it's so rubbery feeling it springs back and is hard to tell how much was actually gained). No more clunk when the wheel leaves the ground.
