a 'cert' is where a car needs to meet certain standards for a safety certification paper in Ontario, Canada. Brakes, lights, tires etc. etc. We also have a drive clean test every two years. They should make the certification every 5 years in my opinion to get some of the POS's off the road.
Add another $468 to my bill since I just got the rear bushings replaced along with my transmission oil pan replaced.
