Help with cam install

I'm slowly putting the engine back together today and just got to the cams. I am a little confused by the shop manual.

#1 is the part confusing me. It is referencing a picture and the lobes on the #1 and #3 cylinder. I tried to match it, and the cam settled a bit off from that, so I'm not sure I understand. I'm also confused about whether I'm suppose to do the exhaust cam the same, since only the intake cam is shown clearly in the picture.

I noticed that in the Cam Gear installation following that it shows the dowel pins bot being vertical. They are not both vertical the way I have it now, only the exhaust side is. Do I just install the cams with the pins vertical? Or do I install it with the cam settled horizontally and rotate the pin to vertical after I've torqued the bolts holding the cam? Will I be able to rotate it by hand after its tightened down, or will the springs be too strong?

Well, after a lot of looking around I think I figured that part out. You've got to tighten it down with the cam completely settled. You can get it close to having the pins vertical, but they each favor toward the middle of the engine a bit. I can rotate the cam by hand with the gears installed, but here comes my next issue.

I'm at the part where I will need to line up the I on the intake gear with the E on the exhaust gear. They are close, and I can put them there by hand, but it puts some pressure on one of the springs. So as soon as I let go, it rotates back to where it was to begin with. I realized while I was here that I need a new tensioner pulley and spring, so it will be a couple days before I move on...but how can I hold the cam gears in the right place while I put the timing belt on?

I've also debated if I should go ahead and install the valve cover again. I'd like to so everything is actually enclosed (rather than just covered), but I don't want to use the new gasket and then possibly have to take is back off for something.
