HELP! Where are them REPLY, NEW THREAD and opther buttons!?!?!

Please guys, a fellow user has been trying to post/view our forum (i say our beacause it's a community), can someone tell us what is happening or help us out! PLEEEEAAASSEEE (eekdance)

Basically he's missing a few buttons, like Reply, New Thread etc...
