just wondering if it has ever been verified that the plugs for the heated seatpads and switches are present in the speed 3 even though they are not used. I am thinking of buying the oem seat heater and making them work in the speed3.

I don't know if the stock wiring is present or not, however if you're planning on installing heated seats I would recommend you consider going with an after market heater. If you go with the carbon fiber aftermarket kits then they're super thin and can be trimmed to length..... you could theoretically get the entire back heated vs. just the bottom section. Also the OEM switches are ON/OFF whereas most aftermarket ones offer 3-7 different heating settings with an auto off. Lastly you can opt to just install a single heater for the driver's seat vs. installing both front seats..... or you could decide to install them for all four seats. Most kits I've seen run about $75/seat and include wiring and switches.
