headlight troubles

Ok, so I'm not sure where to start but I'll just tell the problem... plain and simple, my passenger side bulb doesn't go on at all.

Going more in depth...

It all started when I had my HID's installed, I did the DRL fix but the ground became kinda loose causing the HID's to flicker on/off because of the ground getting and losing contact. I did not know this until I heard sparking sounds coming from under the dash one day and since then I could not get my driver side HID to stay fired up. It would come on sometimes for a few seconds then go out and other times just flicker a few times really quick.

So, I took them out.

With halogen bulbs in I noticed that the driver side one would dim after a few seconds of turning it on (regardless if the car was on or off) but still functioned fine. At this point I suspected something with the headlight relay's had messed up.

Now today I put the HID's back in, at first try they worked, so I put everything back together. And of course after I did all that I realize that the driver side is doing the same crap, so I flick the headlight on and off about 5 times (not fast, like 5 seconds in between each movement) to see if I could get it going... and it did! But, the passenger side mysteriously didn't even try to ignite once the driver side was working.

So now the driver's side works like beauty, but now the passenger side is doing absolutely nothing.

No fuses blown, halogen doesn't work in the passenger side either. I tried a multimeter and it says it's getting around 1 volt. I really hope it's just a relay. How much would that be from the dealership?? I'm also having a bit of trouble distinguishing which is the headlight relay, I think it's one of the two in the attached picture, but I'm not sure which, if someone could help with that.

Would the ballast recieving only 1 volt hurt it in any way?

So looking looking looking I find out that the headlight relay is in the fuse box under the hood, probably would explain why I heard the flicking coming from there, grrrrrr
 
Not that anyone cares :p but a new headlight relay did nothing, and with more fiddling, I figured out that the GROUND is ****** up, but how could the ground just go out like that?? And it isn't completely disconnected its just showing a higher impedance.

So confusing...
