Headlight Adjustment Help

'95 Protege DX. I'd like to adjust the headlights up - increasing the distance of the beams.
I would think that you adjust the vertical screws and not the ones that are at an angle. Is that true?
Also, to adjust the lights up does the screw get turned clockwise or counterclockwise? Thanks.
