Fr Turn light blinks, but doesn't stay on when headlights on

Front right orange light will blink when signal is activated. But when parking lights or headlights are turned on, it doesn't come on. Replaced the bulb and the problem remains.

I looked through the electrical documentation and could not locate any reference to a fuse for this. So unsure what to do next. Help!

The large orange bulbs are turn signals and hazards only. The upper corner tiny bulbs are your parking lights. The turns are about the size of a nickel, the parking lights are the size your pinky nail. My parking bulbs did not operate when I bought the car, went to walmart and got new ones and they work fine.
