engine overhouled....just turn...can not start..!

hello everyone, i recently end of repair the engine damaged...this had water into engine and block overheated, the head blocks, gaskets, spark plugs, and all necessary for this kind of major work was replaced....the problem is that the engine don't start...I'm trying to find the root cause, I need your help to see if something is missing during the inspections and analysis to solve it.
Model: 626, 2001, 6 cil. 2.5, 25 valves
components new: camshaft sensor, gaskets, filters (oil,gas, air), oil, sparkplugs, sp cables, ignition module, valves, 24 valve gaskets, belts
repaired components: head blocks (machine shop)
notes: the principal pulley was accidentally bent in one of dents (used to be detected by crankshaft sensor), the dent its aligned with the rest of dents...but with a less width detection area that the others dents...

I'll appreciatte your help.

If I understand correctly the ring that the cps reads is damaged correct? If so this would cause a no start condition. Timing being off could do it as well. Do you have a picture of the damage you are speaking of?
