dumb rear hatch Q (licence plate bolts)

The bolts holding my license plate on the back hatch is rusted to the nut-holder-thingy. When I try to remove the bolt, the whole thing just turns. Thanks road salt! Anyway, how do I get the hatch apart enough to get at the back of the licence plate area to remove these without tearing anything up too bad?

there should be an access panel on the insidde of the door usually to change the bulbs but you should be able to access the bolts from there

So does it just pry off or will I need some special tool (other than my fingers, ha ha) to get it off without damaging it?

There may be a slot to insert a butter knife or something, can't recall. But it basically just pulls off.
