Do I Need New Shocks?

Is there a big difference between weeping and leaking shocks? Is the rust around the shocks a big issue? Images below:

Weeping is leaking. Shocks need replacing. The rust isn't a big deal but any loss of fluid is bad.
 
Hard to tell, but they don't look wet, so that's good. Having said that, it comes down to how they are performing. I would also want to see the bushings. Are they dried out? Is the shock a little loose?
Quick test for starters would be to bounce the corners. Push down on the corner you are worried about, and let go. It should rebound once, and stop. If it bounces a few times before settling down, then they need replacing.
