Different Access Levels???

Just wondering if there are different levels of access for members? Is this dependent on whether you're a US/Canada/etc resident? And no, I'm not referring to the distinction between 'regular' members and mods, admin, etc.

Others have told me that under the "Canada" regional forum, there is a 'Canada-General' sub-forum, along with sub-forums for each province. From the Forum Index page, I do not see a link for this; if I click on the "Canada" link, all I get are links to each provincial sub-forum.

I have tried to access the following links:

(supposedly for the "Canada-General" sub-forum)
http://www.msprotege.com/forum/showthread.php?t=123634003
(for a thread in the "Canada-General" sub-forum)

only to get the following:

Can anyone tell me what's going on? Should I have access to this? The people who have told me about this - and sent me the link - do not have any more special priveleges than I (ie, not mods or admin sending me the link). And just to throw this out there, I DO see 'general' sections for some of the various US regional forums...

Oh, I should also mention that the link for the thread I've given above... I do NOT see this thread listed ANYWHERE in either the forum index or on the home-page (where it lists the most recent threads... and this was one at the time of posting).
