coolant container question

ok if you look at the posted pic you see the top of the coolant container circled in red well ive seen in others pic that they have a hose attached their what is that for and should i have on

The hose drops and overflow down, rather than straight out onto the motor. Here is a pic of mine when I first installed my intake. If you got coolant out the top of the reservoir, you are overheating the engine, something is wrong. I know you are not, but that is what it is for.
