play with the shutter speed and you can have similar effects. like action shots to get that "money shot" as they call it (the car in focus while the background a bit speed blurred) you want to move the camera along with the object to get that desired effect. with night time shots w/o a tripod of course you want to be perfectly still but taking a deep breath in, snapping the pic... then exhaling helps a little better.
