Yea, I saw the bulb in there too. What I meant to say was that little bulb doesn't flash with the signal. I know on my car it doesn't.
DOT wants turn signals that can be seen in front and on the side of the car. Most companies put the turn signal in the front corner so that it is visible from the front and side all in one spot. The MP3 has the side marker for the side and the front turn signal in the headlamp towards the middle of the car.
That corner amber scetion just lights up, it doesn't flash.
As for whether a white bulb is legal in that spot with the amber removed, check your local laws. In Colorado you can have any color from white to amber (that orange color) for turn signals in the front. So, basically white or amber, maybe yellow if you can argue that it is a shade in between amber and white. You can have amber to red in the rear.
It is illegal to have red, blue or purple or whatever other color in there. But, that is just Colorado. I'm willing to bet some other states have similar laws when it comes to turn signals.
The other part to this though is what are cops gonna pull you over for? And ultimately if you get a ticket for having the wrong lights.
