brake lights dont work but high center one does

This is on an 04 Mazda 6. Only the high center (on the spoiler) brake lights work. The others on the taillight dont work. All the fuses are ok the bulbs look ok. What am I missing? This seems like It should be simple but how is the high center one working but the others dont?
