I am currently looking at a used 2010 CX9 GT with bose and sunroof (no nav or res) with 20k miles. They're asking $28,000. I'm in Canada, but the car is in the US, which means a bit of fees and duties when crossing the border, but still way better than local prices.
Any thoughts on this price? The other question I have, is what is the diff between this and 2011/2012. I know the rims are different, and I see the EPA ratings are better in '11. Is engine tuning different?

Thanks

Yes, the 11' has new engine tuning to increase EPA ratings by 1.
However, that increase may or may not translate into real world driving.

That is not a good price, in my opinion. See the thread just before yours on the guy buying a brand new 11' GT fully loaded for 31.8k

I paid $28k for my 08 GT last year. Mine has every possible option ( including AWD, sunroof, Nav, and RES) and only had 11k miles on it + I got the dealer to add on a 2 year \ 24k mile bumper to bumper extended warranty too. I probably could have gotten a newer model for not much more, i just liked the looks of the 08 better than the newer ones. (The smiling grille does nothing for me, and the older 20" rims look a little better IMHO than the ones after the refresh). Plus with only 11k miles, it was as close to new condition as you are going to find when buying used.

It is ultimately up to you on how badly you want it. You may be able to find a better deal elsewhere, or you can try to get the dealer to drop his price some more.
Autotrader has many CX9s with less than 50k miles on them in my area for less than $20k. Patience is your best friend when looking for a great deal.

I am also in Canada and looked to the States to buy my 2009 CX9 GT. ( no NAV ). In Alberta last summer there were only 12 for sale in the AutoTrader and only 3 were private sales. I didn't want to pay taxes by buying it at the dealer so I had to be patient. There is a lot more selection in the States, but I didn't want to hassle with Mazda Canada with warranty if you are looking at a 2010. I have needed factory warranty twice already. Just some thing to think about in the long run. I think in 2010 you needed to get the NAV for the power tailgate, and no door indirect lighting.

Not really fond of the smiley face. Looking forward to the next generation.
