The problem is that a hall effect meter will not ever read zero due to background noise.

I know I'm being a bit anal here, so forgive me, but these meters work on electromagnetic induction, not Hall effect, which is a different thing (most commonly used in sensors that detecting rotation via spinning discs with embedded magnet(s))).
