Those headlights sure look like 99-01 versions. And so do the overall basic lines and proportions.
I am sure whoever built it used a lot of different early 2000's parts. The taillights look look familiar too...Mitsubishi?
Edit...actually I take that back...I think it looks like a Mistu Galant...except for the headlights.

Yes! That is exactly what I thought as soon as I saw the rear end. I love the names of the interior coor and exterior paints. Pretty cool they did that.
