2003 Mazda 6 - low voltage to the left low beam headlight

I need suggestions as to how to correct my left low beam head lamp. It went out the other day. It is not the bulb or the fuse. A multimeter test shows 9 volts for the dark left low beam lamp and 12 volts for the working right low beam lamp. What might be causing this? Thanks.
