2002 Protege5 Crank No Start

I have a 02 Protege5 with a crank no start issue; here are some of the things that have been replaced or worked on:

New timing belt w/ correct timing alignment
New battery
New fuel injectors
New fuel pump
New fuel regulator
New fuel pump relay
New fuel dampener
New fuel actuator

I’ve found that for some reason the fuel pump isn’t turning on when the key is in the “on” position, I bypassed it at the fuse box and it turned on but it doesn’t with the new Fuel pump relay. There’s spark on all spark plugs as well, my OBD scanner isn’t picking up any codes either.. I’m stumped from here, has anyone else had similar problems or issues? I would really appreciate it 🙏🏼
 
Stupid question here, but did you prime the fuel system?
The fuel lines might well be empty.
Are you getting fuel to the injectors?
 
The fuel pump doesn't prime with key on with these cars, It won't turn on until the ECU detects the engine cranking by the Crankshaft position sensor. You can test this by removing the pressure line from the fuel rail and routing it into an empty fuel container, crank the engine for a couple of seconds and check for fuel flow. If you're getting spark, odds are the Crankshaft position sensor is sending a signal to the ECU, Are you positive that when you did the timing belt that the cam gears are installed on the cams the correct way? This is a common mistake when pulling the gears to replace the cam seal.

I checked it all good and redid the timing again correctly. When I put it back together and turned it on to check it sounded like it wanted to start but still the same issue
