2002 Protege Not Starting

I tried to start my car the other day and nothing happened. No click no nothing. The car wouldn't turn over at all. All electronics work within the car. I tried jumping my car with two different cars and nothing happened. The steering wheel is resistant to move and the break pedal will not move. Any help/ideas are greatly appreciated.

Try jiggling the key. If it is an auto try moving the gear selector to neutral. It manual check your clutch switch.
