2 part question

I asked my friend that I got my mazdaspeed from if he ever noticed that when the cooling fans kicked in that it would affect the car. Like the motor would stutter or they would suck to much electrical juice from the car and the rpms would waver a bit. Not like the car is going to die or anything but I can tell everytime they start even when Im going 80 down the road. Does anyone else have this or know why this happens? The car is stock btw so no modifications.

Part 2. I explained to him about how the car is driving nice now all but one little glitch. When I am going down the road at 45+ mph and see a light turn red in the distance, I will push the clutch in and coast down a bit before using the brakes. When I do this the rpms drop to zero and then quickly catches itself and bounces back up to the normal 700 rpm. The Car doesn't die and really doesn't do this at in town slower speeds. His reply to this is this. "That's something that started when I put the BOV on the car, but then it never went away after putting it back to stock. It did that cause of venting the air to the atmosphere, the MAF couldn't account for the missing air so it almost dies but then rebounds itself. I wonder if the ecu isn't screwed up from 100k miles on a non stock tune and is now back to stock?" Does this make sense to anyone else and have you had this issue and know of a way to fix or test for this? He did at one time have a fmic, intake, and corksport exhaust, but now the smic is on, factory airbox, and exhaust.

Thanks Everyone
