what is the widest tire that it can handle.....safetly?

i got some falken 205/40zr17 and the car sits low and i got my suspension today so the car will sit too low ... a 215/45 will be good?

You can go up to about a 225/45 on a 7" wheel, depending on manufacturer. 215/45 will also work but your overall diameter will be a bit smaller.
