it should, most cars have one cat and pass emissions......dont see why not...alteast i THINK.......
 
It can pass with a obx/forza tuning 4-1 header

I have a obx/forza tuning 4-1 header. This header gets rid of the pre-cat that comes after the manifold. This header comes with two bungs for the factory 02 sensors, but It does not come with the donut gasket to mount to your stock exhuast. I had to get one at an exhaust shop here where I live in Smyrna, TN. Plus You also have to get a bung welded behind your main cat. Then you have to take your 2nd stock 02 sensor and extend the wire and put in new bung behind your main cat. Then plug the 2nd bung that comes with the header with a bolt that fits the bung. If you do not relocate the 2nd o2 sensor behind the main cat YOU WILL GET A CHECK ENGINE LIGHT. With the check engine light on you will not pass emissions, at least you will not is Tennessee. If you put the 2nd o2 sensor behind your main cat and extend the wires your check engine light will not come on and You WILL pass emissions. I did this myself. Hope this answers your question. PS the check engine light code that will come on is pre-catilst warm up (someanother) saying that your pre-cat is not there because you no longer have a pre-cat.
 
or for the second sensor just wire up a mil fix for around $3 from radioshack. thats what i did, 5,000 miles no CEL
