05 mazda tribute whines and moans in front steering when turning

What is this? Low Power Steering Fluid? Any one else have this issue?
My Tribute makes this noise when I am traveling at low speed and making a turn. It makes it forward and reverse, most noticeable when Im pulling/backing into a parking space. I think it only happens when I apply the brakes but Im not certain. I will test this theory later. It comes from my front end only.

My 97 B4000 does this when it is low on Power Steering fluid. Try adding a little bit of that then go around the block a few times and see if it helps.
