Yeah you definitely need the fenders too did my headlight conversion yesterday went pretty smooth took about 1hour with changing fenders,hood and bumper.the top corner i took a small heavy hammer and smash them in about an inch on each side. you can't see it when the fender is on so you are on the right track.i like the bumper though will look good when it's finish i bet
