My walbro in my Subaru was the same. I would turn it to the "on" position for a couple of second before cranking and it would start fine. And yes you can hear it too.

I am bringing in my car tomorrow. It sounds like one recall will be flashed and the other will be a actuator valve??? It seems to me that this was due to the problem people were having with their intake valve? I was waiting to do the CAI, until they addressed this problem.
