I've been getting some good help with the dash do-dads on the REPU. One of the knobs is for the choke. I noticed there was no cable connected to the intake when I was trying to get it to start on day 1 and last night I found the clipped end behind the dash knob. After finding and skimming the shop manual it turns out the choke should be turned on manually (just like your snow blower or lawn tractor, speaking of which, Amanda says the truck smells like a really big lawn mower, LOL). Where was I? Oh yeah, turn the knob to engage the choke. It has a motor inside (probably seized since I can't turn the knob). The motor will receive a signal from the dash temperature gauge. When it reaches operating temperature the choke should automatically close. Fat chance getting that to work, but I should at least find a way to connect the choke. It should improve cold starts and reduce the number of stalls. Rumor has it that the light on the dash that looks like an alarm flasher is actually the choke engaged light. No mention of it in the shop manual, but then again, I was just skimming.
The other knob is apparently the dash light dimmer. Most people disconnect it to make the dash lights brighter. Right now I have no dash lights so at least I know that knob isn't the reason why they aren't working.
I'm trying to get help with the turn signals. They flash on and off for maybe 10-20 seconds but eventually stick on. It's probably the relay. Gotta dig into the shop manual some more to figure that one out. I may not pass inspection if they don't work. I'll have to research replacement parts and such.
