Question about Security light on the dashboard

Should the dash security light (icon of car with lock on it) be blinking all the time when the car is off / locked on a Touring model, which does not have an anti-theft system? I did a search and found one old thread relevant to this, but thought I'd see if there are any other opinions.

Built in security

That light is for the built in keyed security. If you try to start the car with a key that does not have the correct electronic code, the engine will die after a couple minutes. On some cars if you try it 3 in a row, you have to get a dealer to reactivate your car for you.

It is just the immobilizer working.
