Injector testing and questions

So I am going through all the sensors on a P5 motor while the short block is at the machine shop.
I tested the IAC resistance and cross referenced it with the service manual. It was within allowance so I believe the service manual is correct but, when I get to the injectors the service manual claimed 14.2 to 14.8 OHMs but the injectors are all 15.4 or 15.3 OHMs. There is no fuel in them, will that change the resistance? Is my best bet to get them flow tested? Any help is always appreciated!
 
At 68, so the temperature will affect its resistance reading...

This is true, but the IAC tested within allowance at the same ambient temp I was measuring the injectors at. I was thinking about how some gas floats work and thought maybe the fuel cools the metals to change the resistance? So when there is no fuel there is a higher temp/resistance that can be measured compared to injectors with fuel. Just a thought I wanted to bounce off the forums.

Well, the specs on the IAC are for 73... Just an FYI
