ahahah-That's Sandra Oh, not ho!!!! If people looked at me and thought I was Korean, then they would be pretty creative... I think the red hair would throw them off a bit!

It's different state to state. In Illinois for example, our former governor sold plates with low numbers / letters for his campaign funds though that's not the reason he's now in jail (George Ryan), including single digits and single letters.

What is with Illionois governors with selling stuff and ending up in trouble?

George Ryan was the governor of Illinois from '99 to '03. Prior to that he was the Secretary of State (motor vehicle department). When he was Secretary of State he was extremely agressive in raising campaign funds, one of the things he would do was to "give" low number license plates to people who gave him significant contributions. Any low number plates that were unassigned were sold or given to close friends. Read the scandels, trials, and conviction section of his Wikipedia page:

He is now in jail. The next governor, Rod Blagojevich, was just as bad, they finally got him for trying to sell the vacant Senate seat when Obama was elected president. He will be in jail pretty soon, he was kicked out of office just this past January.

The sad thing is that both of these guys won with dirty money over politicians who could have really made a difference in state politics / the state in general.
