Xenon Headlight Ticking

Whenever the headlights turn on, the passenger side starts ticking. Just behind the light there is a wired connection. Why the tick? Solution?
 
With the lights off, disconnect the igniter connector and check to see if there is any damage. If there is not, reconnect it making sure it is seated all the way. If the problem persists then likely either the igniter or ballast are going bad.

But the light still works.
I twisted off the connector and it's attached to the bulb as it moves. I was unable to fully remove so I reinstalled the connector and now no noise. WTF?
 
It could be arcing inside the igniter. You will be able to see marks inside if it has been arcing. You can also check the igniter lead to the ballast and see if it is damaged. Just because the light still functions, doesn't mean a part isn't going bad.
