I don't know if they ship to Canada (I assume they do), but tirerack can get you 15" with winter tires for about $500 US. Those are brand new and as cheap as it gets, but other options will still keep it below $700 US tops. There are a number of people selling steelies and used tires for $300-400 + shipping. . .I guess you should strike a deal with one of them.
