Weird question about the battery terminals

I just picked up a 2012 and had a safety inspection when I noticed that the "black" plastic cover for the negative battery terminal was missing )the red one is there). Can anyone let me know if they have the same situation. Thanks

Black has no cover. ( Positive/Red = current, Negative/Black = ground)

Cover is there to prevent shorting by accident.
No such need for ground terminal (black).
