wastegate flapper arm play?

my buddy has recently purchased a 2003 MSP and we have noticed a rattling noise on engine decel from a rev. we tracked the noise down to the wastegate flapper arm on the exterior of the turbo. the WGA rod and c-clip has no play from what we can tell but the flapper arm has play from inside the turbine housing. side to side approx. 1/4 inch. checked mine on my MSP and no play at all. any ideas? considering getting a new turbine housing from ATP but if anyone knows any fixes please let me know.

There is a thread on this same issue from a couple years ago, people removed the turbo and beat the flap back in but that's the only solution aside from getting another turbo.
 
found the thread. his problem was the wastegate door was slightly open which means there would be play in the direction of the diaphragm to the flap or vice versa. my situation is play side to side, towards the engine and towards the rad.
 
I think its the same it just finally got stuck on mine due to sliding the engine to far.
 
Quick question, the arm coming out of the turbo housing is what they are hammering back in? I also.have the rattle on de-acceleration, and I believe I will have my turbo off soon anyways.
Just trying to get clarification.

Ps if this got.stuck open, could it cause the turbo to act like the wga is bad?
