VTCS Soleniod valve circuit low input

I am getting this error with the check engine light on. It is intermittent so am a thinking a short circuit. Where is this located? I have a test series for 2001 is it the same?

What Check Engine Light Code exactly popping up? The VTCS solenoid is located on the pass. side of the plenum (intake manifold), right next to the ViCS solenoid. ViCS solenoid is closer to the fender on pass. side. Let me see if I can find a diagram of the location. Both solenoid valves have the mitsubishi logo on the caps.
P.S. The ViCS and VTCS solenoids look exactly the same. I think they are the exactly the same part number parts at dealer too. Um... $120-130 bucks I think?
