Assuming that Discount tire and America's tire are the same company, my local America's tire here in CA provides that type of coverage in the price of tires. The additional warranty they sell on top of that is a full coverage type of plan, where if the tire needs to be replaced, it's done at no cost throughout the warranty period vs the tire being pro-rated.
The most recent time I got tires for another car from them, I opted to not get the warranty/insurance. Just my luck, there was a run in with the curb and the sidewall got pinched and resulted in a non-repairable hole. When brought back to America's tire, the tire was prorated and I paid the difference for a new one. Not too long after, another tire got a nail in the sidewall, so I had to go through the same thing. If I had bought the insurance, the tires would have been replaced at "no cost". Lets hope nothing else happens, because I'm at the break even point. (money I've paid for replacing pro-rated tires = cost of warranty).
I just re-read the original post. Are you saying discount tires is offering insurance for your stock tires? Discount tire/America's tire does free repairs for anybody. However, if the tire cannot be fixed, the pro-rating will help you with the cost of a new tire.
