Timing question with ATR

I was told that if I wanted to have a more conservative, safer tune that I should consider removing some timing in the high-throttle (no knock) table in ATR. I was just wondering if this adjustment should be made on all cells of the table, or just past a specific RPM (on X axis) and absolute load (Y axis)?
