How could you not see that the highway was turned into a river?

Like 100 feet ahead of where the water started there was an overpass that had like 3 feet of clearance..even if 'the water blended in with the road' like the guy said, wouldn't you see the overpass and think 'why is it only 3 feet above the road'?
