????????Stuck starter causing rough idle or stall????????????

Looked into just about everthing to see why I was getting rough idle and stalling hot or cold for first few minutes after every start. Just finished replacing the fuel filter/strainer in the tank, when I went to start the car I got slow rotation of starter, burning smell, then tell tail "tick" from over the hill starter. Thinking maybe starter went bad because it was staying engaged on the flywheel and in doing so causing crappy initial idle until stuck starter would eventually release from fly.

BTW no MIL light on.
 
The way it is designed, there is almost no chance for it to actually stay engaged once the power is removed.

There is a two part thing going on there.

1 The Solenoid makes contact to excite the starter motor.
at the same time
2 The solenoid piston pushes a lever which moves the gear into contact with the flywheel.

The gear is on a cam that rotates and moves out at the same time. Once power is removed, it is spring loaded to retract.

Yeah, turns out that's not the problem, just another one but from what I hear the ignition switch can have a short causing the starter "piston" to get stuck in the starting position, then burns out the starter.
