if you decide to not go after this kid ie investigation by the cops, or personal detective work and what not, lay low for a bit and start to make trouble for this kid and his ride, tear anything off you can, windshield wipers, antenna, do it up punkd style and stick a baseball bat inside his muffler and shake it loose, you should get some friends together and talk to this kid, roll on him with like 10 fools and let him know whats up, he would be scared shitless

The problem is, if this kid packs a gun, calls the cops, or you get busted in the process. you can always follow him somewhere, then crimp 3 brake lines, so he has pedal, but brakes in only 1 wheel. Get in front of him on the freeway, brake check, send him into a spin when the one wheel locks up. Man, that would be fun...
