What type of filter can be oiled, the ones that are made in cotton !?

i cant tell if your asking a question or making a statement, but k&n filters need oiling.

Because Im very confused about what type of filter need to be oiled (uhm) !!!???
Also, when a filter isnt oiled at all, does that mean it lets pass a lot more particle than its supposed to !?
