Security transfer fee in canada?

Upon settling on a quote for a Mazda3 for me, A dealer quoted me, among other things, AC/Battery Tax ($120) and an ICBC Security Transfer fee ($199). Now I'm aware of the AC/Battery tax, but hadn't seen this security transfer fee before. Has anybody heard of it? (This is canada specific). Dealer said that it is part of the security transfer which covers the vehicle for $5000 towards purchase of a new car if it gets stolen, stuff like that. "This was an ICBC thing, not Mazda". The thing is, I haven't seen anything like that in these forums (did a search) nor did I come up with anything when I searched icbc's site for 'security transfer', although it may show up under another name.

I did, however, find reference to a transfer/tax form which I had to fill out for ownership of the vehicle. To be honest, I'm asking him to waive it this fee but I wanted to know if I was missing out on anything. To me, it reeked of 'extended warranty'.
 
Maybe it's just a BC thing?
I live in Alberta and I've never heard of it...
