Richmond VA inspection/ cat converter problem

So I took my car to get inspected and got called out for not having a catalytic converter. I have a 3" Thermal turboback exhaust system so I ordered a 3" cat converter for it. When I took it to the shop they said they couldn't weld the cat on where it was supposed to go because the inlet pipe and the outlet pipe were different sizes. I asked if he could cut the 3" pipe further back and just put the cat there, but he said it wouldn't fit because of the bottom of the car, and if he could get it to fit it would rattle really badly against the body of the car. His recommendation was to either find a place that wouldn't check the exhaust system or to go to a custom muffler shop and see if they could cut and bend my pipes to fit it. So does anybody in VA know a shop in or near Richmond that might pass my car for inspection? Either that or does anybody have any suggestions about how to get the cat on there without having to spend too much money?
 
id ask around for local inspections shops that dont really care to much about that stuff... pay off a younger guy to put a sticker on it. seems like a lot of work trying to weld that cat in.
