2016~2023: Question about CX-9 active shutter grille

For those with a 2016-2023 CX-9, have you noticed if the shutter in front is open or closed when the vehicle is off? I am not sure what the default position should be nor have I ever seen them closed - they've always been open.

I am under the impression that they should be closed by default and will open based on certain criteria (speed, air, AC, etc.), as I've seen demonstrated by a video of a CX-30 on YouTube.
