its kinda both

it sags and i broke a bunch of clips in a little accident i had so it holds it up quite a bit
i got it from Protege03ak46, he started it (must give credit)

it wasnt all that hard
im using screws that went straight into my fender and bumper
rivots are another option
the hardest part was getting the left and right to be perfectly symmetrical

also, be careful not to attach the pieces to far apart because the latch will then pull your bumper over/under your fender
